The American Rescue Plan Act (ARPA) of 2021 is a $1.9 trillion economic stimulus bill passed by the 117th United States Congress and signed into law by President Joe Biden on March 11, 2021. The bill includes a 100% subsidy on COBRA premiums from April through September of 2021. COBRA is already a complex set of laws and regulations with many traps for the unwary, and mistakes can be costly. Fully subsidized coverage will likely dramatically increase COBRA elections and employer administration time.
